On August 1, 1989, the construction of the Texas Power Plant officially began. Established as Hualu Power Plant, it underwent power system reform and asset restructuring and was renamed as Huaneng International Power Co., Ltd. Dezhou Power Plant on December 31, 2000. Currently, it is under the management of Huaneng Shandong Power Generation Co., Ltd. 1、 The second phase of the construction project installed four domestically produced subcritical coal-fired power units with a capacity of 300000 kilowatts. They were successively built and put into operation from 1991 to 1994. Among them, Unit 1 and Unit 2 achieved "dual investment" in 1991, setting a precedent for two 300000 kilowatt units to be put into operation within a year in the country. Unit 4 was the first unit in the country to meet the standard for production. The construction and installation of two 700000 kilowatt imported coal-fired power units in the third phase of the project began on September 28, 1999, and all units were put into operation in 2002. At present, the total installed capacity of the power plant is 2.67 million kilowatts, making it one of the main power plants in Shandong Power Grid.

The boilers and steam turbine generators are respectively produced by Harbin Boiler Factory and Dongfang Group Company. The construction and installation of two 700000 kilowatt imported coal-fired units in the third phase of the project, with boilers and steam turbines produced by BABCOCK in Germany and General Electric Company (GE) in the United States, respectively.
As of December 31, 2009, a total of 166.9 billion kilowatt hours of electricity had been generated and 18.4 billion yuan in profits and taxes had been paid. Energy saving and environmentally friendly enterprises. From 2005 to 2008, six units underwent flue gas desulfurization transformation and all achieved online monitoring of flue gas. All environmental emission indicators were superior to national standards; From 2005 to 2006, the hydraulic ash flushing system of furnaces 1-4 was transformed into a dry ash removal system, achieving comprehensive utilization of fly ash; In 2008, heating renovation was carried out on Units 2 and 3; In 2009, construction began on a world-class water-saving project with an annual water saving capacity of 10 million tons, which is a demonstration project for Sino German technological cooperation.
